I totally agree with mandville on this. Apart from their main function, forums serve as a sort of "backup communications channel" for every part of the Joomla project. Almost every sub-site or working group has its own forum, and in each case it's used in the way that group precises. In our case, it's the perfect way to let any moderation or technical issue being discussed in the open, as well as letting those issues being replied by several volunteers, even those not responsible of that. Workload generated by JPeople forum is low, and at this point the people responsible to manage it is well used to it, so I see no reason why it should be closed or changed in any way. If we would change the software we're using or the management structure for JPeople, then we could discuss about changing how they're being used, but for now they should be kept as they are, IMHO.

Thanks Isi I would like to add that it is also for discussion regarding decisions we make about structure and so forth. I would love to see all of the Group Admins, Moderators, Community Managers etc.. communicating here. Then we have a record of things as well as feedback from many more in the team.
